Martin - standard income tax deduction; amounts (NOW: civil liability; presumptions; police tools)

Striker amendment grants qualified immunity to users and manufacturers of “police tools”, including weapons, when used against a person committing a felony.

Bee - self-defense; home protection

Another "Castle Doctrine" bill, but no “affirmative defense” in this one. Any person is presumed to be acting properly when defending a residence or an occupied vehicle against an intruder.
(A Senate Judiciary committee adopted amendment adds strong self-defense justification language that puts the burden of proof back on the state where it belongs.)

Blendu - firearms; possession; persons adjudicated delinquent

Requires that only juveniles convicted of felony offenses may have their right to bear arms suspended.

Martin - emergency; confiscation of firearms; prohibition

Prohibits the confiscation of lawfully owned firearms during a state of emergency.

HB2074
Gray C - concealed weapons; training requirement; renewal

Eliminates the training requirement for Concealed Weapons (CCW) permit renewal. Currently there is a nominal 2 hour training requirement. Arizona is one of only 4 of the 37 “shall-issue” CCW states that require training for permit renewal. This requirement is a disincentive for renewal and results in lost revenue to the State. Renewal applicants can be kept abreast of changes in Arizona laws via a pamphlet issued with their new permit. This method is used successfully by a number of shall-issue states.
(A Senate Judiciary committee adopted amendment adds language that makes CCW permit reciprocity nearly universal.)

HB2076
Gray C - weapons; misconduct; storage; map pocket

Requires on-site, “readily accessible” storage and “immediate retrieval” of a weapon when public establishments or events forbid weapons. Current law has no on-site storage requirement and compliant gun owners have found they must travel to inconvenient and remote locations to retrieve their property.

Weiers JP - nonresident big game permits; limits

Allows for a limit on nonresident Big Game permits to 10% or fewer of the total hunt permits.

Weiers JP - game and fish; enforcement; penalties

Greater authority is given to Fish and Game enforcement. Juvenile game related crime "set asides" are eliminated. Game and Fish owned decoys are added to the definition of "wildlife." New forfeiture provisions are added for poaching.
(AppropriationsP adopted amendment removes forfeiture provisions, makes other changes.)

Expands the definitions of Hunter Harassment.

Pearce - concealed weapons; firearms safety training

Allows DPS to issue permits to retired law enforcement meeting certain conditions. Implements federal law providing for national CCW for retired or active duty law enforcement officers.

Murphy - firearms; possession; storage

Good, simple bill that preempts municipalities from adopting any firearms possession or storage requirement that conflicts with statute.
